As you may discern for yourself, the accurate translation of the talmudic Kol Nidre prayer is a Yom Kippur (New Year) prayer asking God’s forgiveness in advance for all the lies, deceits, and swindling that the ‘penitent’ will do in the year ahead. The Kol Nidre is closely connected to the “sin chicken” ritual of kapparot.

It is normally sung at the beginning of the service for Yom Kippur, and it sets the tone for the solemn Day of Atonement.. In a formal presentation of Kol Nidre, three leaders of the congregation stand before the open ark and before the congregation, holding one or three Torah scrolls.

7. While this is certainly a romantic answer, the fact is that the Kol Nidre prayer predates the Inquisition by at least years. It would seem that the simple answer to the question is that Kol Nidre is the opening prayer of the holiest day of the year, and as such is said with great devotion—not because of its content.
